Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall hold a public hearing and consider adoption of the following ordinance at a special meeting of the Board to be held on Monday, July 20, 2020, at 5:00 P.M. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania.  The proposed amendments to the East Lampeter Township Zoning Ordinance and Zoning Map are submitted by Rockvale Acquisitions, LLC to establish a Commercial Redevelopment Overlay Zoning District which would apply to qualifying underutilized shopping centers within the C-3 Zone.  At the conclusion of the public hearing or at a subsequent public meeting held within 60 days of the date of the second publication of this advertisement, the Board shall consider enacting and, if appropriate, will take a vote on adopting and enacting an ordinance, the caption of which is as follows:

 

AN ORDINANCE TO AMEND THE EAST LAMPETER TOWNSHIP ZONING ORDINANCE OF 2016, AS AMENDED, TO ADD ARTICLE 21, SECTION 21060, CREATING THE COMMERCIAL REDEVELOPMENT OVERLAY DISTRICT.

 

The following is a summary of the Ordinance proposing amendments to the Zoning Ordinance:  Section 1 amends the East Lampeter Township Zoning Ordinance to add the Commercial Redevelopment Overlay District to the list of established Overlay Districts.  Section 2 adds Section 21060, Commercial Redevelopment Overlay District, sets forth the purpose and application, defines an Underutilized Shopping Center, defines permitted uses within the Commercial Redevelopment Overlay District to include convenience stores, day care facilities, dry cleaners and/or laundromats, financial institutions, grocery stores, libraries, medical, dental, vision care and/or counseling clinics, multi-family residential dwellings, office uses, parking compounds or commercial garages, residential retirement and/or care facilities, and townhouses, defines special requirements for Residential Uses, modifies the requirements of a Regional Impact Development, sets forth area, dimensional and height requirements, and defines Master Development Plan requirements.  Sections 3 and 4 amend Section 23200 to provide for convenience stores and canopies within the Commercial Redevelopment Overlay District.  The proposed ordinance includes repealer and severability provisions, as well as an effective date provision.

 

The full text of the ordinance may be examined at the Township Office during regular business hours.  Copies may be obtained for a charge not greater than the cost thereof.  However, because no person may be in the office at the time of desired examination, it is recommended that any person desiring to examine the ordinance call the Township Office (Telephone No. 717-393-1567) for an appointment.  Persons with disabilities who require any auxiliary aid, service, or other accommodation to observe or participate should contact the Township Office at least five days before the above date to discuss how your needs may be best accommodated.
