Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall hold a public hearing and consider adoption of the following ordinance at the regular meeting of the Board to be held on Monday, August 2, 2021, at 7:30 P.M. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania. The proposed amendments to the East Lampeter Township Zoning Ordinance are submitted by High Properties, LP to increase the number of permitted multi-family housing units from 775 units to 3,700 units and amend density and building separation distances in the Business Park Zoning District. At the conclusion of the public hearing or at a subsequent public meeting held within 60 days of the date of the second publication of this advertisement, the Board shall consider enacting and, if appropriate, will take a vote on adopting and enacting an ordinance, the caption of which is as follows:
AN ORDINANCE TO AMEND THE EAST LAMPETER TOWNSHIP ZONING ORDINANCE OF 2016, AS AMENDED, TO ADDRESS MINIMUM DENSITY AND BUILDING SEPARATION DISTANCES FOR MULTI-FAMILY HOUSING UNITS IN THE BP DISTRICT AND TO INCREASE THE TOTAL NUMBER OF MULTI-FAMILY HOUSING UNITS PERMITTED IN THE BP DISTRICT.
The following is a summary of the Ordinance proposing amendments to the Zoning Ordinance: Section 1 amends the East Lampeter Township Zoning Ordinance and specifically Section 23490.D.1.a. to provide that there shall be no minimum lot size for a multi-family residential use within the BP Zoning District, but to allow a minimum residential density at 7.5 units per acre, except in situations where reduced density is necessary for redevelopment of existing buildings and structures. Section 2 amends Section 23490.D.2. to provide that no more than 3,700 multi-family dwelling units will be permitted in the BP Zoning District, inclusive of existing multi-family dwellings as of the date of the adoption of this Ordinance, and to further provide that all multi-family dwelling units in the BP Zoning District must be located in proximity to planned, established or extended greenways, trail networks, or walking paths. Section 3 amends Section 23490.E.1. to provide that when a single tract is developed with multi-family dwellings, the separation distances between or among the buildings shall be governed by the Uniform Construction Code. Sections 4, 5 and 6 of the proposed Ordinance include repealer and severability provisions, as well as an effective date provision.
