NOTICE: Grease Trap

Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall hold a public hearing and consider adoption of the following Ordinance at a regular meeting of the Board to be held on Monday, August 1, 2022, at 7:30 P.M. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania.

The title and summary of the Ordinance provisions are as follows:

AN ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER, LANCASTER COUNTY, PENNSYLVANIA REVISING ORDINANCE NO. 205 OF EAST LAMPETER TOWNSHIP, LANCASTER COUNTY, PENNSYLVANIA, ENACTED AUGUST 19, 1997, REQUIRING THE OWNERS OF CERTAIN REAL ESTATE IN EAST LAMPETER TOWNSHIP USED FOR CERTAIN COMMERCIAL OR INDUSTRIAL PURPOSES TO PROVIDE GREASE AND/OR SAND INTERCEPTORS AND OIL/WATER SEPARATORS ON PROPERTIES CONNECTED TO THE PUBLIC SEWERAGE SYSTEM OPERATED BY EAST LAMPETER TOWNSHIP, DEFINING THE TYPES OF GREASE AND SAND INTERCEPTORS AND OIL/WATER SEPARATORS AND THE MANNER OF THEIR CONNECTION, AND DEFINING THE SIZE AND OTHER REQUIREMENTS THEREOF, PROVIDING FOR PRIOR APPROVAL THEREOF BEFORE CONNECTION AND PROVIDING FINES AND PENALTIES FOR THE VIOLATION THEREOF AND REPEALING ANY ORDINANCES OR RESOLUTIONS INCONSISTENT HEREWITH.

Section 1 sets forth the definitions that apply to the Ordinance. Section 2 establishes when a sand and/or grease interceptor and/or oil/water separator must be installed in a waste water drainage system. Section 3 sets forth those establishments which must install a sand interceptor and/or oil/water separator in a drainage system, and those establishments in which a grease interceptor shall be installed. Section 3 further delegates authority to establish exemptions to the Enforcement Officer. Section 4 establishes additional requirements for when sand interceptors are required in addition to grease interceptors. Sections 5, 6 and 7 establish construction standards relating to grease interceptors, sand interceptors and oil/water separators. Section 8 mandates the submission of drawings, sketches, dimensions, distances and construction materials to the Township for review and approval prior to installation. Section 9 designates the Township Public Works Director as the Enforcement Officer. Section 10 establishes the duties and responsibilities of the Enforcement Officer. Sections 11, 12 and 13 establish requirements on Owners for maintenance, upkeep, repair, replacement and operation of interceptors and separators and establish fines and penalties for failure to comply with the Ordinance. Section 14 sets forth repealer, severability and effective date provisions.

At the conclusion of the hearing, the Board shall consider adoption of the Ordinance described above. The full text of the Ordinance may be examined at the Township Office during regular business hours. Copies may be obtained for a charge not greater than the cost thereof. However, because no person may be in the office at the time of desired examination, it is recommended that any person desiring to examine the Ordinance call the Township Office (Telephone No. 717-393-1567) for an appointment.
