Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall hold a public hearing and consider adoption of the following ordinance at the regular meeting of the Board to be held on Monday, August 15, 2022, at 7:30 P.M. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania. A Petition to Amend the East Lampeter Township Zoning Ordinance has been submitted by Campus Shoppes, LP to permit self-storage facilities, commercial recreation uses and financial institutions by right in the Mixed Use Zoning District and to permit the repurposing of existing drive-through service lanes in connection with financial institutions, restaurants and retail bakeries and confectionaries. At the conclusion of the public hearing or at a subsequent public meeting held within 60 days of the date of the second publication of this advertisement, the Board shall consider enacting and, if appropriate, will take a vote on adopting and enacting an ordinance, the caption of which is as follows:
AN ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER, LANCASTER COUNTY, PENNSYLVANIA, TO AMEND THE EAST LAMPETER TOWNSHIP ZONING ORDINANCE TO PERMIT SELF-STORAGE FACILITIES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT SUBJECT TO CERTAIN CRITERIA; TO PERMIT COMMERCIAL RECREATION USES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT; TO PERMIT FINANCIAL INSTITUTIONS WITH OR WITHOUT DRIVE-THROUGH SERVICE LANES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT, SUBJECT TO CRITERIA; TO PERMIT RESTAURANTS WITH OR WITHOUT DRIVE-THROUGH SERVICE LANES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT, SUBJECT TO CRITERIA; AND TO PERMIT RETAIL BAKERIES AND CONFECTIONARIES WITH OR WITHOUT DRIVE-THROUGH SERVICE LANES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT, SUBJECT TO CRITERIA.
The following is a summary of the Ordinance proposing amendments to the Zoning Ordinance: Section 1 amends the East Lampeter Township Zoning Ordinance, Mixed Use (MU) Zoning District, to add the following uses by right: Financial institution with or without drive-through service lanes, Recreation use, and Self-storage facility. Section 2 amends the Zoning Ordinance, MU Zoning District, to modify the following principal uses by right: Restaurant with or without drive-through service lanes and Retail baker or confectioner with or without drive-through service lanes. Section 3 amends the Supplemental Regulations of the Zoning Ordinance to add the MU Zoning District to the list of districts where Financial institutions are permitted by right and to limit the number of drive-through service lanes for Financial institutions. Section 4 amends the Supplemental Regulations pertaining to Recreation use to add the MU Zoning District to the list of districts where such uses are permitted by right. Section 5 amends the Supplemental Regulations to permit Restaurants with or without drive-through service lanes in the MU Zoning District and to restrict the number of drive-through service lanes. Section 6 amends the Supplemental Regulations pertaining to Retail bakery or confectioner to permit such uses by right in the MU Zoning District and to restrict the number of drive-through service lanes. Section 7 amends the Supplemental Regulations to provide Self-storage facility as a principal use by right within the MU Zoning District and sets forth specific regulations concerning Conversion self-storage facilities in the MU District and, in
particular, maximum gross floor area and limitations on the outdoor storage areas. Sections 8, 9 and 10 of the proposed Ordinance include repealer and severability provisions, as well as an effective date provision.
