Notice is hereby given that the East Lampeter Township Board of Supervisors will meet for a budget workshop on Wednesday, October 26, 2022, at 5:30 P.M. at the Township Office at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania.  The East Lampeter Township Industrial & Commercial Development Authority will meet for a budget workshop immediately following the Board of Supervisors’ budget workshop.  All interested persons are welcome to attend.  Anyone requiring special accommodations should contact the Township Office (717-393-1567) so that appropriate arrangements can be made.  Please see the Township’s website at www.eastlampetertownship.org for information on how to attend by livestream.

NOTICE: SALDO Amendment

Notice is herby given that the East Lampeter Board of Supervisors will receive comment on the revised Subdivision and Land Development Ordinance (SALDO) and Technical Specifications and Standard Details document. The revised SALDO and Technical Specifications and Standard Details Document are available for review at the Township office located at 2250 Old Philadelphia Pike, Lancaster, PA 17602 from 8am-4pm, from August 31st, 2022 to October 17th, 2022. NOTICE: Board of Supervisors

Notice is hereby given that the Board of Supervisors of East Lampeter Township will receive public comment(s) on the proposed Revised Chesapeake Bay Nutrient Sediment Pollutant Reduction Plan (CBPRP) required under the 2018-2023 General MS4 Permit.  The plan outlines pollution reduction strategies for the Township’s Conestoga River, Mill Creek and Pequea Creek Watersheds.

The proposed Revised CBPRP is available for review at the Township office located at 2250 Old Philadelphia Pike, Lancaster, PA 17602, from 8:00 am – 4:00 pm Mon-Fri from August 15, 2022 to September 15, 2022. Digital copies are also available at www.eastlampetertownsip.org.  The Township anticipates submission of the Revised CBPRP to the Department of Environmental Protection on or before September 30, 2022.

The Township shall introduce the plan at the August 15, 2022 Board of Supervisors Meeting at 7:30 pm, and the Township shall accept written comments for 30 days thereafter.  Interested parties may submit written comments which must be postmarked by September 12, 2022 addressed to: Charles Hayes, Stormwater Coordinator, East Lampeter Township, 2250 Old Philadelphia Pike, Lancaster, PA 17602. In addition, oral comments will be accepted by the Board of Supervisors during their regular public meeting August 15, 2022. NOTICE: Grease Trap

Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall hold a public hearing and consider adoption of the following Ordinance at a regular meeting of the Board to be held on Monday, August 1, 2022, at 7:30 P.M. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania.

The title and summary of the Ordinance provisions are as follows:

AN ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER, LANCASTER COUNTY, PENNSYLVANIA REVISING ORDINANCE NO. 205 OF EAST LAMPETER TOWNSHIP, LANCASTER COUNTY, PENNSYLVANIA, ENACTED AUGUST 19, 1997, REQUIRING THE OWNERS OF CERTAIN REAL ESTATE IN EAST LAMPETER TOWNSHIP USED FOR CERTAIN COMMERCIAL OR INDUSTRIAL PURPOSES TO PROVIDE GREASE AND/OR SAND INTERCEPTORS AND OIL/WATER SEPARATORS ON PROPERTIES CONNECTED TO THE PUBLIC SEWERAGE SYSTEM OPERATED BY EAST LAMPETER TOWNSHIP, DEFINING THE TYPES OF GREASE AND SAND INTERCEPTORS AND OIL/WATER SEPARATORS AND THE MANNER OF THEIR CONNECTION, AND DEFINING THE SIZE AND OTHER REQUIREMENTS THEREOF, PROVIDING FOR PRIOR APPROVAL THEREOF BEFORE CONNECTION AND PROVIDING FINES AND PENALTIES FOR THE VIOLATION THEREOF AND REPEALING ANY ORDINANCES OR RESOLUTIONS INCONSISTENT HEREWITH.

Section 1 sets forth the definitions that apply to the Ordinance. Section 2 establishes when a sand and/or grease interceptor and/or oil/water separator must be installed in a waste water drainage system. Section 3 sets forth those establishments which must install a sand interceptor and/or oil/water separator in a drainage system, and those establishments in which a grease interceptor shall be installed. Section 3 further delegates authority to establish exemptions to the Enforcement Officer. Section 4 establishes additional requirements for when sand interceptors are required in addition to grease interceptors. Sections 5, 6 and 7 establish construction standards relating to grease interceptors, sand interceptors and oil/water separators. Section 8 mandates the submission of drawings, sketches, dimensions, distances and construction materials to the Township for review and approval prior to installation. Section 9 designates the Township Public Works Director as the Enforcement Officer. Section 10 establishes the duties and responsibilities of the Enforcement Officer. Sections 11, 12 and 13 establish requirements on Owners for maintenance, upkeep, repair, replacement and operation of interceptors and separators and establish fines and penalties for failure to comply with the Ordinance. Section 14 sets forth repealer, severability and effective date provisions.

At the conclusion of the hearing, the Board shall consider adoption of the Ordinance described above. The full text of the Ordinance may be examined at the Township Office during regular business hours. Copies may be obtained for a charge not greater than the cost thereof. However, because no person may be in the office at the time of desired examination, it is recommended that any person desiring to examine the Ordinance call the Township Office (Telephone No. 717-393-1567) for an appointment. Persons with disabilities who require any auxiliary aid, service, or other accommodation to observe or participate should contact the Township Office at least five days before the above date to discuss how your needs may be best

Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall hold a public hearing and consider adoption of the following ordinance at the regular meeting of the Board to be held on Monday, August 15, 2022, at 7:30 P.M. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania. A Petition to Amend the East Lampeter Township Zoning Ordinance has been submitted by Campus Shoppes, LP to permit self-storage facilities, commercial recreation uses and financial institutions by right in the Mixed Use Zoning District and to permit the repurposing of existing drive-through service lanes in connection with financial institutions, restaurants and retail bakeries and confectionaries. At the conclusion of the public hearing or at a subsequent public meeting held within 60 days of the date of the second publication of this advertisement, the Board shall consider enacting and, if appropriate, will take a vote on adopting and enacting an ordinance, the caption of which is as follows:

AN ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER, LANCASTER COUNTY, PENNSYLVANIA, TO AMEND THE EAST LAMPETER TOWNSHIP ZONING ORDINANCE TO PERMIT SELF-STORAGE FACILITIES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT SUBJECT TO CERTAIN CRITERIA; TO PERMIT COMMERCIAL RECREATION USES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT; TO PERMIT FINANCIAL INSTITUTIONS WITH OR WITHOUT DRIVE-THROUGH SERVICE LANES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT, SUBJECT TO CRITERIA; TO PERMIT RESTAURANTS WITH OR WITHOUT DRIVE-THROUGH SERVICE LANES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT, SUBJECT TO CRITERIA; AND TO PERMIT RETAIL BAKERIES AND CONFECTIONARIES WITH OR WITHOUT DRIVE-THROUGH SERVICE LANES BY RIGHT IN THE MIXED USE (MU) ZONING DISTRICT, SUBJECT TO CRITERIA.

The following is a summary of the Ordinance proposing amendments to the Zoning Ordinance: Section 1 amends the East Lampeter Township Zoning Ordinance, Mixed Use (MU) Zoning District, to add the following uses by right: Financial institution with or without drive-through service lanes, Recreation use, and Self-storage facility. Section 2 amends the Zoning Ordinance, MU Zoning District, to modify the following principal uses by right: Restaurant with or without drive-through service lanes and Retail baker or confectioner with or without drive-through service lanes. Section 3 amends the Supplemental Regulations of the Zoning Ordinance to add the MU Zoning District to the list of districts where Financial institutions are permitted by right and to limit the number of drive-through service lanes for Financial institutions. Section 4 amends the Supplemental Regulations pertaining to Recreation use to add the MU Zoning District to the list of districts where such uses are permitted by right. Section 5 amends the Supplemental Regulations to permit Restaurants with or without drive-through service lanes in the MU Zoning District and to restrict the number of drive-through service lanes. Section 6 amends the Supplemental Regulations pertaining to Retail bakery or confectioner to permit such uses by right in the MU Zoning District and to restrict the number of drive-through service lanes. Section 7 amends the Supplemental Regulations to provide Self-storage facility as a principal use by right within the MU Zoning District and sets forth specific regulations concerning Conversion self-storage facilities in the MU District and, in

particular, maximum gross floor area and limitations on the outdoor storage areas. Sections 8, 9 and 10 of the proposed Ordinance include repealer and severability provisions, as well as an effective date provision.

ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER AUTHORIZING EXECUTION OF A CABLE FRANCHISE AGREEMENT BETWEEN THE TOWNSHIP AND COMCAST OF SOUTHEAST PENNSYLVANIA, LLC

The Ordinance approves and authorizes execution of a cable franchise agreement negotiated with Comcast and attached to the Ordinance as Exhibit A, and provides for an effective date of the Ordinance.

Notice is hereby given that the East Lampeter Township Park Board will hold their regular April meeting on Wednesday, April 27, 2022 beginning at 6:00 pm in the Clark Pavilion in Flory Park located at the east park entrance off Greenland Drive. This meeting was previously scheduled begin at 7 pm and was to be held in the Township Public meeting room. This meeting will be held as an in person only meeting.
