Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall hold a public hearing and consider adoption of the following Ordinance at a regular meeting of the Board to be held on Monday, April 6, 2026, at 7:00 p.m. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania. At the conclusion of the public hearing or at a subsequent public meeting held within 60 days of the date of the second publication of this advertisement, the Board shall consider enacting and, if appropriate, will take a vote on adopting and enacting an ordinance, the caption of which is as follows:

AN ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER, LANCASTER COUNTY, PENNSYLVANIA, AMENDING THE EAST LAMPETER TOWNSHIP CODE OF ORDINANCES, CHAPTER 375, ZONING, TO CORRECT INCONSISTENCIES, FIX TYPOGRAPHICAL AND GRAMMATICAL ERRORS, ALIGN STANDARDS ACROSS DISTRICTS, AND UPDATE AND CLARIFY PROVISIONS.

The following is a summary of the Ordinance: Sections 1 through 3 amend and clarify certain definitions. Sections 4, 5 and 7 revise and clarify front and rear yard setbacks in various zoning districts. Sections 8 through 11 amend provisions relating to shared parking and access in the General Commercial (C-2) District, permitted uses in the Bird-in-Hand (BH) District, Floodplain Overlay regulations and accessory structures. Sections 6, 12, 15 and 31 correct grammatical and typographical errors. Section 13 amends and updates off-street parking requirements. Sections 14, 16, and 17 revise sign regulations. Sections 18 through 24 amend various supplemental regulations relating to drive-through facilities, manufactured home parks, principal uses, uses not provided for, and drones. Sections 25 through 29 amend administrative permit and inspection regulations. Section 30 increases the time afforded to applicants to obtain a permit following zoning variance approval. Sections 32 through 34 permit multifamily dwellings in the Low-Density Residential (R-1) District and amend related charts. Sections 35 through 37 revise lot width and lot coverage requirements within the Mixed-Use (MU) District. Sections 38 through 43 revise lot size, width, setback, and coverage requirements within the High-Density Residential (R-3) District. Sections 44 through 48 revise lot coverage and setback requirements within the Medium-Density Residential (R-2) District. Sections 49 and 50 amend off-street parking requirements within the Mixed-Use (MU) District. Sections 51, 52 and 53 set forth repealer, severability and effective date provisions.

Notice for Special Meeting of the Board of the Lincoln Highway Lancaster Business Improvement District Authority 3/10/2026

Notice is hereby given that the Board of the Lincoln Highway Lancaster Business Improvement District Authority will hold a special meeting on Tuesday, March 10, 2026, beginning at 5:00 P.M. at the East Lampeter Township Municipal Building, 2250 Old Philadelphia Pike, Lancaster, Pennsylvania 17602.  The purpose of the meeting will be to elect and appoint officers of the Authority, adopt the Authority’s by-laws, establish a meeting schedule for 2026, and authorize an agreement with East Lampeter Township for collection of annual assessments.  Anyone requiring special accommodation should contact the Township Office at (717) 393-1567 so that appropriate arrangements can be made.

The following is a summary of the Ordinance: Section 1 sets forth the authority for the Ordinance.  Section 2 amends the regulations of Section 375-23550 of the East Lampeter Township Zoning Ordinance for Optional Density Incentive Development, including the definition of multifamily dwellings, the mix of dwelling types for developments containing over 20 acres, provisions regarding multifamily dwellings in buildings containing locally oriented businesses, increasing the maximum number of dwelling units per building and increasing the permitted length and depth of a building, amending the lot width and setback requirements, amending the setback requirements from a street right-of-way, amending the maximum lot coverage, establishing requirements for horizontally contiguous dwelling units, amending front yard depths, amending building height requirements, amending architectural criteria for garage doors and vehicular access to dwellings, amending open space design, and amending criteria with regard to the design of roads, vehicular accessways and parking lanes.  Sections 3, 4 and 5 set forth repealer, severability and effective date provisions.

ORDINANCE ADOPTING THE INTERNATIONAL
PROPERTY MAINTENANCE CODE – 2024 EDITION

The following is a summary of the ordinance: The ordinance adopts the 2024 edition of the International Property Maintenance Code and otherwise restates the existing Township Ordinance 334, enacted February 12, 2018, which adopted the International Property Maintenance Code and provided for a structure of appeals and which also modified various provisions of the International Property Maintenance Code.  The ordinance retains all the previously adopted provisions but updates the Code to the 2024 edition from the 2015 edition of the International Property Maintenance Code.

Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall consider adoption of the following ordinance at a regular meeting of the Board to be held on Monday, August 4, 2025, at 7:00 P.M. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania.

The title and summary of the ordinance are as follows:

AN ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER, LANCASTER COUNTY, PENNSYLVANIA, ESTABLISHING A BUSINESS IMPROVEMENT DISTRICT.

Section 1 establishes the Business Improvement District (BID) and names it the
Lincoln Highway Lancaster Business Improvement District. Section 2 establishes the fiscal
year of the BID as the calendar year. Section 3 adopts the BID Final Plan. Section 4
establishes the managing authority of the BID as the BID Authority. Section 5 empowers the
BID Authority to impose an assessment annually on property that is not owner-occupied
residential property, subject to certain conditions. Section 6 grants the BID Authority
responsibility for collection of the annual assessment. Section 7 provides for the
termination of the BID on December 31, 2029. Sections 8, 9 and 10 address the effect of
this ordinance on other ordinances and establish the effective date of the ordinance.
