NOTICE OF SPECIAL MEETING OF TOWNSHIP OFFICIALS

Notice is hereby given that the Board of Supervisors, Planning Commission, Zoning Hearing Board, Emergency Services Committee and Park Board of East Lampeter Township and the Boards of the East Lampeter Industrial and Commercial Development Authority and East Lampeter Sewer Authority will hold a special meeting on Wednesday   March 4,  2026 beginning at 6:00 pm at Lafayette Fire Company, 63 Lafayette Way, Lancaster, PA 17602.  The purpose of the meeting will be to present and discuss 2026 planned activities and projects. All interested persons are welcome to attend. Anyone requiring special accommodation should contact the Township office so that appropriate arrangements can be made.

Notice is hereby given that the Board of Supervisors of East Lampeter Township, Lancaster County, Pennsylvania, shall hold a public hearing and consider adoption of the following ordinance at a special meeting of the Board to be held on Monday, March 16, 2026, at 5:00 P.M. at the Township Office located at 2250 Old Philadelphia Pike, Lancaster, Pennsylvania, to consider the Petition of Keystone Custom Homes, Inc. and Brookfield Development Corp. to amend the East Lampeter Township Zoning Ordinance by amending certain provisions for Optional Density Incentive Development.  At the conclusion of the public hearing or at a subsequent public meeting held within 60 days of the date of the second publication of this advertisement, the Board shall consider enacting and, if appropriate, will take a vote on adopting and enacting an ordinance, the caption of which is as follows:

AN ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER, LANCASTER COUNTY, PENNSYLVANIA, TO AMEND THE EAST LAMPETER TOWNSHIP ZONING ORDINANCE BY AMENDING CERTAIN PROVISIONS OF ARTICLE XXIII SECTION 375-23550 (OPTIONAL DENSITY INCENTIVE DEVELOPMENT)

The following is a summary of the Ordinance: Section 1 sets forth the authority for the Ordinance.  Section 2 amends the regulations of Section 375-23550 of the East Lampeter Township Zoning Ordinance for Optional Density Incentive Development, including the definition of multifamily dwellings, the mix of dwelling types for developments containing over 20 acres, provisions regarding multifamily dwellings in buildings containing locally oriented businesses, increasing the maximum number of dwelling units per building and increasing the permitted length and depth of a building, amending the lot width and setback requirements, amending the setback requirements from a street right-of-way, amending the maximum lot coverage, establishing requirements for horizontally contiguous dwelling units, amending front yard depths, amending building height requirements, amending architectural criteria for garage doors and vehicular access to dwellings, amending open space design, and amending criteria with regard to the design of roads, vehicular accessways and parking lanes.  Sections 3, 4 and 5 set forth repealer, severability and effective date provisions.

The following is a summary of the Ordinance: Section 1 amends the Zoning Ordinance and Official Zoning Map of East Lampeter Township to change the zoning from Agricultural (AG) to Village Residential (VR) on the following tracts of land: 474 Mount Sidney Road and Lot 1A, Lancaster County Tax Parcel Nos. 310-53503-0-0000 and 310-38476-0-0000. Sections 2, 3 and 4 set forth repealer, severability and effective date provisions.

ORDINANCE ADOPTING THE INTERNATIONAL
PROPERTY MAINTENANCE CODE – 2024 EDITION

The following is a summary of the ordinance: The ordinance adopts the 2024 edition of the International Property Maintenance Code and otherwise restates the existing Township Ordinance 334, enacted February 12, 2018, which adopted the International Property Maintenance Code and provided for a structure of appeals and which also modified various provisions of the International Property Maintenance Code.  The ordinance retains all the previously adopted provisions but updates the Code to the 2024 edition from the 2015 edition of the International Property Maintenance Code.

The title and summary of the ordinance are as follows:

AN ORDINANCE OF THE TOWNSHIP OF EAST LAMPETER, LANCASTER COUNTY, PENNSYLVANIA, ESTABLISHING A BUSINESS IMPROVEMENT DISTRICT.

Section 1 establishes the Business Improvement District (BID) and names it the
Lincoln Highway Lancaster Business Improvement District. Section 2 establishes the fiscal
year of the BID as the calendar year. Section 3 adopts the BID Final Plan. Section 4
establishes the managing authority of the BID as the BID Authority. Section 5 empowers the
BID Authority to impose an assessment annually on property that is not owner-occupied
residential property, subject to certain conditions. Section 6 grants the BID Authority
responsibility for collection of the annual assessment. Section 7 provides for the
termination of the BID on December 31, 2029. Sections 8, 9 and 10 address the effect of
this ordinance on other ordinances and establish the effective date of the ordinance.

Community Notice: Event at Lafayette Fire Co Will Include Audible Musket Shots 7/27/2025


Community Notice: On Sunday, 7/27/2025, from 2:30 – 4:00 PM, there will be a historical event taking place at Lafayette Fire Company that will include a ceremonial volley of musket shots, all using blanks. The sound of these shots may be heard up to 1-2 miles away.
